About Us Export Subsidy Services, Ltd. was formed by Mr. Robert Thornton shortly after the passage of the "Jobs & Growth Act of 2003", as a solution for former FSC clients to take advantage of the new tax planning opportunities potentially available to Small Exporters who were being legislated out of any form of Subsidy assistance for the first time since 1971.  The change in the individual tax rate structure applicable to dividends under the Jobs & Growth Act of 2003, for the first time made the IC-DISC concept a viable tax planning tool for Individuals, because the Tax rate for "Qualified Dividends", which included Distributions from IC-DISCs, was reduced to a maximum of 15%. Previously, Mr. Thornton, a Villanova University graduate, formed and operated Export FSC International, Ltd., which in early 1984 opened the first management office in St. Thomas offering only FSC Management services. The company grew over the years to become the largest of its kind to offer services to some 500 FSC clients,  until the FSC provisions were repealed by Congress in 2001. Mr. Thornton withdrew as a Tax Partner from Arthur Young & Co. in 1982, after serving several years as the Director of Tax for the Boston office.
